The idea is that ALL Jews are descended from the inhabitants of the Biblical era inhabitants of the land between the Jordan Riven and the Mediterranean. In fact, it is the product of what European antisemitic clergy and state functionaries in the 18th and 19th Centuries came up with as a justification for treating European Jews as if they were foreigners, simultaneously putting forth the "solution" of them moving back to that land and creating a European colonial settlement in that strategic region, something well documented by Israeli-British historian Ilan Pappe in his book Lobbying for Zionism on Both Sides of the Atlantic (2024).
BTW, Sec of the Interior isn't just in charge of national parks and the like. He/she is also in change of supervising mining, logging, drilling... (i.e. extraction) contracts which involved Federal lands.
